Town supports severance for Elgin Street lots

PALMERSTON – The Town of Minto is recommending approval of a severance proposal that will create the potential for 10 units of new housing here.

Also at the Aug. 10 meeting, town council recommended approval of the severance for four lots on Elgin Street, approved a zoning amendment to remove the holding designation on the lands and passed a bylaw officially opening and naming Elgin Street.

Elgin Street is an existing town-owned road allowance which has been constructed at their own cost by the developer of lots on Elgin and Jane Street.

Consent applications are currently before the County of Wellington Land Division Committee to sever four vacant residential lots, ranging in size from 0.18 to 0.19 acre, within the urban boundary of Palmerston.

A report from Minto planning technician Ashley Sawyer explains the intent of the severances is to construct a single-detached dwelling on each of the four lots.

“Additionally, there are presently three existing lots on Elgin Street that will become accessible and developable once the construction of Elgin Street is finished,” the report states.

“The owner is proposing each of the three existing lots have one semi-detached dwelling for a total of six units.”

The report notes completion of required stormwater management work and completion of Elgin Street were requirements to allow the lifting of the holding provision.

“These severances could not be applied for for these new four lots until they had legal frontage on an open public road, which is Elgin Street, that has now been constructed,” Sawyer told council.

Councillor Ron Elliott asked if the newly-constructed Elgin street would abut agricultural land.

Sawyer replied the land immediately abutting Elgin Street is zoned future development and the town is retaining the land along a turnaround bulb on the street in case of future development.

“So if it ever does need to get pushed through, we have the control there,” she explained.
