Financial statements required for grant approval

Though councillors here are willing to bend the rules slightly when considering a grant application, one of its core requirements – to see financial statements ahead of time –  is a must before council will make a decision.

Last month, a request for funds was made by the historical Ellis Chapel board of directors. A letter from trustee Ken Murrary states, “The historic Ellis Chapel is 153 years old and is once again being made ready to serve a variety of community needs in Puslinch Township and beyond.”

Murray said the volunteer board of directors “takes pride in maintaining this chapel and its surrounding gardens in keeping with their religious and historic significance. It is the only provincially-recognized heritage site in Puslinch Township.”

The income from weddings and the offerings from summer Sunday services cover the annual operating costs but do not provide a reserve for capital needs.

“When we asked you for support for our 150th Anniversary celebration in 2011, you responded positively. This letter is a request for you to again consider making a contribution towards maintaining this chapel in a manner consistent with its historic significance.”

Councillor Susan Fielding asked if there was any idea how the township might be able to provide some support.

Lever said council should first see the group’s financial statements – a request made to other groups asking for donations.

CAO Karen Landry asked if council wanted to make the board aware of the municipality’s donation policy and its requirements.

The motion before council was to advise the board of the current grant application process.

Fielding was also uncertain whether the municipality had received financial statements for all the donations made this year.

“We did,” Landry responded. “I believe the cheques were made once the township received the information.”

Landry said if council wishes staff to look into facilitating this request in 2014, it can report back on whether any funds could be available in the current year.

Councillor Wayne Stokley agreed with the friendly amendment. “This is a very pronounced heritage site which is still being used. Any support we can give would be a benefit to the group and the community.”

Lever said even with the amendment, the township would still require a copy of the financial statements.
