Company chosen to replace Wellington Terrace roof

Wellington County council has approved hiring Collaborative Structures Limited of Cambridge to replace the leaky roof at the Wellington Terrace in Aboyne.

Collaborative was the lone  “pre-qualified” company to bid on the project, winning the tender with a price of $2.06 million, which was approved by council on March 28.

Mark Bolzon, county manager purchasing and risk management services, said total cost on the project including professional fees and a $200,000 contingency fund, will come in at about the $2.5 million budget set by county council for the project.

Collaborative Structures is a company pre-qualified by county officials for projects under county jurisdiction. A second tender on the project was rejected because it “was from a roofing firm that was not pre-qualified,” Bolzon said in his report to council.

Since it was built in 2005, the nursing home building has been plagued by water leaks.

“The Wellington Terrace was constructed in 2005,” Bolzon said in a report to council. “Since the building construction was completed there have been continuous issues with the roof. These issues include ongoing leaks occurring throughout the building, causing extensive damage to the interior of the building.”

It was decided the roof will be replaced with a “cold applied” flat roof that will eliminate tar smell during construction and eliminate the need for a “hot tar kettle.”

Warden Chris White has indicated the county would try and recover some of its costs by looking into whether a lawsuit against the original installer should be launched.

“We’ve had this discussion with lawyers,” White told the Advertiser on Monday. “It doesn’t look hopeful.”

White said he believes seven companies toured the site before final tenders were received.
