Township receives proposal for daycare centre in Aberfoyle
A few procedural changes needed before shovels hit the ground
ABERFOYLE – A new daycare centre could be coming to Aberfoyle.
Puslinch council heard on May 27 that the owner of 4 Brock Road N., just north of the roundabout at Wellington Road 34, hopes to convert a single-family dwelling with an adjacent garage into a daycare centre that would accommodate 52 children.
The two-storey house is to be converted into a daycare, while a parking and drop-off area, play area and landscaped areas will be installed outside, according to a letter from the owner’s planner GSP Group.
The site is zoned core mixed use with a holding provision, which does permit a daycare centre.
Lifting the holding provision requires approval of a site plan application, for which neither the township nor the applicant is ready.
“Holding provision five requires that a site plan application to be approved and a site plan agreement to be registered on title in order to lift the holding provision prior to development,” township planning and corporate services coordinator Monika Farncombe stated in her report.
But to shave time from the process, Farncombe sought permission from council to work with the applicant on site plan control requirements and to lift the holding provision in the meantime, so the owner can proceed with the interior renovation.
“Entering into this preliminary agreement will enable the property owner to commence work related to the interior structures and advance the project while the site plan control process continues for the exterior works," she stated.
"This approach is intended to assist the applicant in maintaining progress on the project in consideration of associated grant funding timelines and implementation requirements."
That would give the township 90 days to process the application. It would also allow staff to circulate the statutory notice to properties with 120 meters of the site.
Because the proposal does not seek a zoning change – only lifting the holding provision – no public meeting is required.
Council approved the request.
The matter will return to council for final site plan control approval at a future date.
