County approves $1 million from community housing development grant for Puslinch projects

Sunrise to get $800,000 for supportive housing project; township to get $200,000 for ARU grants

PUSLINCH – When Wellington County decided not to build a continuum of care complex in Aboyne, it took the $7 million allocated to the project and divided it among seven lower-tier municipalities, to be used for affordable housing initiatives.

On May 13, Puslinch Township announced its two initiatives were approved to receive the county’s Community Housing Development Grant.

Sunrise Therapeutic Riding and Learning Centre will receive $800,000 as it plans to add a 14-unit accessible, supportive housing residence on its property as part of Sunrise’s Respite and Residence Village. 

The facility will provide long-term housing for individuals with special needs, offering access to on-site therapeutic programming, life skills development and support services.

The project includes a 25,000-square-foot building with private residential units, shared living spaces, therapy areas and respite accommodations.

Funding will be delivered in two phases: $250,000 allocated in 2026 to support near-term project costs, and $550,000 in 2027 to assist with construction.

“This is an important investment in inclusive, supportive housing in our community,” said Mayor Seeley. “Sunrise has been a cornerstone of care and connection in Puslinch for decades, and this project will provide residents with safe, accessible housing while keeping them connected to the programs and supports they rely on.”

As part of the funding agreement, the township will enter into a formal agreement with Sunrise ensuring the units remain affordable over the long term, with rental rates set in accordance with Canada Mortgage and Housing Corporation (CMHC) guidelines.

Construction is anticipated to begin this year, with the residence expected to be complete in 2028, and occupancy to follow in 2029.

The second project to receive the Community Housing Development Grant is the township itself, which will dedicate $200,000 to its new additional residential unit (ARU) grant program.

The ARU grant program is designed to support homeowners in creating new, long-term rental units such as basement apartments, above-garage suites and detached units. The program encourages low-impact intensification that aligns with provincial legislation.

Through this initiative, eligible homeowners can receive grants ranging from $10,000 to $15,000 to help offset construction costs. In return, units must be rented at affordable rates – defined as no more than 80% of CMHC average market rent – for a specified period, ensuring long-term affordability within the community.

“This program is a meaningful step toward increasing housing options in Puslinch while maintaining the character that residents value,” said Seeley. 

“By supporting homeowners in creating additional residential units, we are not only helping families adapt to changing needs but contributing to a more diverse and affordable housing supply across the township.”

The program is expected to support the creation of up to 20 new residential units. Applications will be accepted on a first-come, first-served basis until September 2027.

Homeowners interested in participating must meet eligibility requirements, including compliance with applicable zoning and building regulations, and must commit to maintaining affordable rental rates for the duration of the agreement.
