Municipality aims to enhance safety with new mutual aid water agreement

Guelph-Eramosa has joined the Ontario Water/Wastewater Agency Response Network (OnWARN).

“We have mutual aid agreements around fire, we’ve got mutual aid agreements around emergency management, etcetera,” Mayor Chris White said at the Feb. 6 council meeting.

“This is another piece of that puzzle that allows us in terms of our water system to have mutual aid.”

OnWARN is a voluntary network of municipalities throughout Ontario.

“It matches specialized water/wastewater utility resources to specific needs during an emergency to aid in quickly locating emergency equipment and trained personnel,” director of public works Harry Niemi said in his report.

He added the network establishes agreements and protocols before the resources are needed.

“Let’s say we run out of equipment or there’s an emergency, we could get some other municipality to help us out or we could help them out, but of course everything is paid for and totaled at the end,” White said.

Everton subdivision

Council granted an extension of the conditional approval of Robert Eilers’  draft plan of subdivision in Everton.

The zoning bylaw amendment application, the Official Plan amendment application and the draft plan for subdivision were approved in the spring of 2008 but the subdivision approval lapses in July.

The subdivision will see five new residential lots north of the unopened Market Street road allowance in Everton. However, before the subdivision can be built Market Street needs to move through the unopened road allowance.

“Five existing vacant lots on the west side of County Road 49 … were erased/removed as part of the development applications,” township planning consultant Mitchell Avis stated in a report.

Wellington County has the final approval authority for the extension and this is the third extension request.

“This probably isn’t absolutely that unusual because you run into market forces,” White said. “You’re going to build some homes and the market collapses.”

Severance

Council deemed complete an application to rezone a severed portion of land to prohibit a residential dwelling.

The owners of the property at 5516 Wellington Road 29 applied to sever a 1.4-hectare surplus farm dwelling and retain 32ha of agricultural land. However the retained 32ha must be rezoned to prevent a dwelling.     

Council will be holding a public meeting to discuss the rezoning on March 20 at 7pm during the regular council meeting.
