MAPLETON – Following the retirement of former deputy treasurer Heather Trotter in December, Mapleton Township has hired a new full time staffer.
Rachel Carter started as the new deputy treasurer in early January, and Mayor Gregg Davidson and chief financial officer Patrick Kelly welcomed Carter to the team during a regular meeting of council on Jan. 14.
Kelly said Carter “brings a wealth of experience and expertise to this important role,” noting she holds a chartered professional accountant designation and has several years of experience in finance administration.
Carter expressed excitement at the opportunity “to work with a team of talented and engaged staff and council to support future sustainable growth for Mapleton.
“I have over seven years of progressive accounting experience specializing in financial reporting, auditing, budgeting and financial analysis,” she said.
“So I look forward to applying this knowledge here to support Patrick in making data driven, fiscally responsible decisions to build a strong foundation for Mapleton to carry out its long-term financial strategy.”
Carter grew up in Mapleton and previously worked in the township’s parks and recreation department.
“I’m excited for things to come full circle and return to Mapleton in a new capacity and bring forth some additional skills and expertise,” she said.
According to Carter’s Linked In profile, prior to working in Mapleton she was an assistant controller at Collectivfide Insurance Group in Cambridge. Before that, she was a senior accountant at Ward and Uptigrove in Listowel.

A job posting for the position states the deputy treasurer “reports to and assists the chief financial officer/treasurer in establishing, implementing and maintaining the township’s long-term integrated financial strategy, with a focus on ensuring sustainability and flexibility in township finances.”
It involves working 35 hours a week for a salary ranging from $96,000 to $108,250, the posting states.
In 2023, the township paid Trottier $108,775.
Specific duties and responsibilities include assisting with:
- developing operating budgets and 10-year capital forecasts;
- calculating annual tax rates;
- assuming chief financial officer duties during absences;
- providing strategic financial advice and oversight;
- preparing for audits and financial statements;
- creating monthly departmental operating reports; and
- reporting to council.
After her first week on the job, Carter said, “It’s already evident that we have a really strong team here that’s ready and willing to confront challenges that we are currently facing and might face in the future as a municipality that leads through innovation.”
