Council lets tenders for paving, gravel for roads

With cooler weather coming, Centre Wellington’s committee of the whole authorized on Sept. 12 the awarding of tenders for paving due that week.

Treasurer Wes Snarr said the township issued a tender call on Sept. 6 that closed on Sept. 22.

Because council was not meeting that week, he was seeking approval to proceed immediately if certain conditions are met, rather than waiting for the next council meeting – so work could begin quickly.

“Under the township’s purchasing policy, a tender award committee made up of the mayor, chief administrative officer, treasurer and respective department head (or their designate) may award a tender of up to $1 million that is within budget allocations to the low ‘responsive’ and ‘responsible’ bidder,” Snarr said in the report.

The problem was, “The value of this tender may exceed  $1 million.”

Snarr continued, “To enable this project to proceed in a timely manner should its value exceed $1 million, staff seeks council’s approval for the tender award committee to award this tender subject to its being made to the low  ‘responsive’ and ‘responsible’ bidder, and being with budget allocations.”

The township plans to pave six different roads and streets:

– Bissell Park, Elora;

– Kertland Street, from Colborne to Church Street, Elora;

– High and McNab Street, Water Street to McNab Street, High Street to the east leg of the roundabout, in Elora;

– Speers Road, in Elora;

– Sideroad 10, from County Road 7 to 2nd Line East, in old Pilkington; and

– Jones Baseline, from the Nichol and Peel Townline to Sideroad 20 in old West Garafraxa.

The committee also approved a tender for $153,100 to the Murray Group Limited of Moorefield for the supply and hauling of granular A and granular B gravel on Sideroad 20 between County Road 16 and 5th Line in old West Garafraxa.

Snarr reported, “This has been an ongoing project over a number of years. This year, it is under budget $5,426. There could be additional ditching done if warranted.”

Councillor Kirk MacElwain asked, “What ongoing project are we talking about?”

Snarr explained public works has been rebuilding the road in stages, and once the base is built, the plan is to pave it.

Council approved both recommendations.
