Wellington North road projects to total $3M
WELLINGTON NORTH – Contractors have been selected for two projects totalling $2.9 million in road repair and reconstruction work.
Council awarded the tenders to James Thoume Construction and Associated Paving and Materials Limited during an April 20 council meeting.
Clark Street reconstruction
One of the projects is Clark Street in Arthur, and the tender came in “significantly under budget” at $1.55 million before tax.
Council allocated $2.66 million in the 2026 budget for the project, but that includes fees for engineering, contract administration, inspections, contingency, excess soil management and other costs not covered by the contractor’s bid.
Overall, the project is now expected to cost $2.04 million. Mayor Andy Lennox called the difference “music to my ears.”
Construction is set to begin after May 22, once Enbridge completes a gas main relocation currently underway.
The township received seven bids on the project, which were reviewed by the township’s engineer and staff. The lowest bidder, TAS Excavating and Rentals Ltd., was disqualified for not meeting specific tender requirements. James Thoume Construction’s bid was the lowest to meet all the requirements.
The other bids were from Kurtis Smith Excavating ($1.68 million) Advanced Excavating and General Contracting ($1.84 million), Steed and Evans Ltd. ($1.85 million), Wyndale Paving Co. Ltd ($1.90 million) and Cox Construction ($2 million).
Asphalt program
The township awarded a $1.37-million tender to Associated Paving and Materials for portions of Line 6, Sideroad 7 and three Mount Forest roads: Princess Street, Princess Ann Street and Silverbirch Avenue. The township budgeted $1.41 for the work.
The work will take place on Line 6 between Concession 14 and Sideroad 7, on Sideroad 7 between Concessions 7 and 9, on Princess Street from Dublin Street to west of Strathcona Long-Term Care, on Princess Ann Street from Dublin Street to Arthur Street, and on Silverbirch Avenue from Durham Street to the dead end.
Associated Paving and Materials’ bid was the lowest of seven. The others came from EC King Contracting for $1.45 million, Streed and Evans for $1.46 million, Cox Construction for $1.47 million, Rom Con Limited for $1.61 million, Brantco Construction for $1.83 million and Kon-Strutt C for $2.1 million. All bids exclude taxes.
“Given the challenges we had with asphalt quality on Main Street ... can you walk me through what we can do from a quality control monitoring perspective to make sure we have high-quality asphalt everywhere?” Mayor Andy Lennox asked.
Infrastructure and engineering manager Tammy Stevenson said Associated Paving and Materials covered the township’s paving program last year and there were no deficiencies in the mix.
However, she noted samples from the asphalt would be taken for quality assurance, and staff would be on site to ensure proper compaction.
