Council issues final site plan approval for landscaping business on Highway 7

GUELPH/ERAMOSA – Council here has authorized final approval of the site plan and corresponding agreement for a landscaping company to continue operations, but with more services offered.

During an Oct. 4 meeting, council received a report prepared by Wellington County senior planner Zach Prince and approved the final submission of the site plan for a property located at 7956 Highway 7 and Jones Baseline.

The site plan, which shows the intended development, building size and site layout, recognizes the existing landscape supply yard as well as an additional 1,628 sq. ft. building for sales and concrete bins for storing materials.

“The site on the site plan is essentially how it’s laid out today and I think it functions quite well,” councillor Corey Woods said following the presentation.

“It seems to be functioning in this current configuration and I think it will be fine going forward.”

A site-specific zoning bylaw amendment was previously approved to zone the lands as rural industrial in 2020 to permit a variety of landscape products to be sold from the site including topsoil and mulch.

The entire property is approximately 1.31 hectares (3.2 acres) in size. The site has previously been used as a landscaping yard and includes outdoor storage and sales of various landscape supplies.

The applicant is proposing to construct a new septic system and well to service the new building in addition to 13 parking spaces including one barrier free space which would be installed once a building permit is applied for the proposed two storey office.

Council releases securities

Council also received the clerk’s report for Noble Ridge Condominium, approving the release of the remaining securities to Harris Street Developments Inc. in Rockwood in the amount of $50,000.

Three agreements

Prior to the meeting, the township was holding $50,000 in the form of a bond for the Noble Ridge Condominium.

The Noble Ridge Condominium development currently has three agreements for two condominium developments.

In 2014, a supplementary subdivision agreement was created for the Vacant Land Condo.

Following that, a site plan agreement was created for all works within both condominiums and a condominium agreement was created for the standard condominium.

In February 2020, the developer requested a reduction in the securities currently being held by the township, as monies to guarantee that the works and services are provided by the developer in accordance with the current site plan agreement and any related supplementary agreements.

In March of 2020 a resolution was put forward and passed authorizing council to approve the reduction of securities to an amount no less than $50,000, after confirming there were no security interests or outstanding claims against the lands.

In July, the township’s engineers R.J. Burnside and Associates Limited, received a request from the developer’s engineering consultant, Wood Environmental and Infrastructure Solutions, for the release of the remaining securities.

In a unanimous vote, council approved the release of the remaining securities being held.
