Local Sunshine List contingent grows to 433

Ten additional municipal employees made the “Sunshine List” last year bringing the total to 61 in Wellington County.

The list of public sector employees in Ontario with a salary of $100,000 in 2015 was released on March 24.

The local list includes 61 municipal employees (up by  almost 20% from 51 in 2014): 35 from Wellington County, 11 from Centre Wellington, five from Erin, and two each from Minto, Guelph-Eramosa, Mapleton and Puslinch. No employees from Wellington North made the list.

Officials with the province, which has released the Sunshine List annually since 1996, say they provide the figures to keep their commitment to openness and transparency.

“The people of Ontario have a right to know how their dollars are being spent,” stated Deb Matthews, president of Ontario’s Treasury Board.

The $100,000 threshold has not changed since the Public Sector Salary Disclosure Act was enacted in 1996. According to the Ontario government, if the threshold was adjusted for inflation, it would be $146,774, reducing the number of employees included in the list by 83 per cent.

However, Premier Kathleen Wynne, who made $208,974 last year, has stated repeatedly over the last couple of years she does not plan on raising the threshold because $100,000 is still a lot of money for many people.

The highest paid employee in the Wellington County area is Dr. Nicola Mercer, medical officer of health with Wellington-Dufferin-Guelph Public Health (WDGPH). Mercer made $318,205 in 2015. The health unit had 17 Sunshine List employees with salaries ranging from $101,182 to $318,205.

Second on the local list with a salary of $284,063 is Bruce Lauckner, CEO of Waterloo-Wellington Local Health Integration Network. The LHIN has 14 employees on the list, with salaries ranging from $100,064 to $284,063.

Municipalities

The 61 municipal employees making over $100,000 in 2015 includes 35 Wellington County staff, up from 31 last year.

County employees on the list, from highest paid, include:

In Centre Wellington, 11 employees made the list (up from 10 in 2014) including:

Erin has five employees on the Sunshine List, up from four last year:

– Larry Van Wyck, former roads superintendent, $105,529; and

– Lou Lauryssen, water foreman, $100,049.

No employees from Wellington North made the list, but two from each of the other four municipalities made more than $100,000 in 2015:

– Guelph-Eramosa: Linda Cheyne, director of finance, $107,103;

– Mapleton: Brad McRoberts, director of public works and acting CAO, $121,826;

– Minto: Gordon Duff, treasurer/ deputy CAO, $102,411;

– Puslinch: Karen Landry, CAO, $133,386; and

Provincial Parliament

Local MPPs Ted Arnott in Wellington-Halton Hills and Randy Pettapiece in Perth-Wellington made $129,254 and $116,550 respectively in 2015.

Education

The Wellington Catholic District School Board has 36 employees on the list, down from 42 last year, with salaries ranging from $100,080 to $196,797. Director of education Tamara Nugent tops the list.

Martha Rogers, director of education, made the most ($226,228) in 2015 for the Upper Grand District School Board. There are 174 employees on the UGDSB list this year, up 15% from 151 last year.

Health and wellness

There are 18 local hospital workers on the list this year, including:

– Jerome Quenneville, former president and CEO for North Wellington Health Care (NWHC) and Groves Memorial Community Hospital, $217,340;

– Diane Wilkinson, vice-president patient services and chief nursing executive for NWHC and Groves, $132,386;

The Canadian Mental Health Association of Waterloo Wellington Dufferin has eight on the list, ranging from $100,330 to $162,623 for executive director Fred Wagner.

The Children’s Aid Society of Guelph and Wellington has seven people on the list, with  salaries ranging from $117,300 to $176,910 for executive director Daniel Moore.

Executive director Silvana Castaldi, who made $109,421 in 2015, is the only employee of Guelph-Wellington Women in Crisis on the list.

Police

In the Wellington County OPP, 73 employees made the list for 2015. The highest salary was for Sgt. Mike Ashley with $185,632. Next was Inspector Scott Lawson, detachment commander, who made $146,762 last year.

Conservation

Credit Valley Conservation authority did not have any employees on the Sunshine list for 2015, but had 15 in 2014.

“We did not receive enough of provincial funding (in 2015) to be placed on the list,” said Credit Valley Conservation authority spokesperson Jon MacMull.

The Grand River Conservation Authority has 21 employees on the list, down from 23 last year. The salaries range from $100,178 to $186,047 for CAO Joseph Farwell.

Saugeen Valley Conservation Authority has one employee on the list, general manager Wayne Brohman, who made $102,795. The Maitland Valley Conservation Authority did not have any members on the list for 2015.
