Council okays Carroll Pond tender

Puslinch council has approved a tender for the Carroll Pond project.

Seven tenders were received for the drainage work, with the lowest from Anders Contracting for $1,714,673. Other tenders ranged in price from $1.76-million to $3.54-million

As the Anders tender does not include material, council also approved the quotation for materials from Con Cast Pipe at a price of $604,795.

Engineer David Grahlman, of Gamsby and Mannerow, told council the total cost of both projects is about 10.5% more than original estimates for the work.

However, Grahlman said the low bid from Anders “is competitive, and is as low as you can reasonably expect,” so he recommended council accept it.

Councillor Don McKay asked what the odds are the final costs will be higher still.

Grahlman said there are no guarantees and noted the project cost does include a contingency fund of $180,000.

The Carroll Pond project involves installing a three-foot concrete drain pipe approximately 40 feet underground that will run underneath McLean Roa­d and direct water into a pond on the nearby property of CBM Aggregates.

Mayor Brad Whitcombe in the past has called the work “a remarkable engineering and infrastructure project,” and the largest of its kind ever in Puslinch Township.
