Perry, Tocher receive Luella Logan awards

GUELPH – University of Ottawa student Kyla Perry and past Wellington County warden Barbara Tocher have been recognized with awards named after the late Luella Logan, the county’s first female councillor.

At a Nov. 27 county council meeting, Warden Chris White announced Perry as the recipient of the seventh annual Luella Logan Scholarship and Tocher as the recipient of the Luella Logan Award for Outstanding Service by a Woman in Politics.

“On behalf of county council, I would like to congratulate Kyla Perry …” said White.

“We all look forward to seeing what your bright future holds.”

Perry is currently studying toward an Honours Bachelor of Social Sciences degree with a political science major.

The scholarship grants $1,500 annually to a young woman pursuing post-secondary studies in political science, public administration, or a related undergraduate or graduate degree at a Canadian college or university. 

Selection of the recipient is based on academic excellence and demonstration of leadership and interest in local government.

Tocher was then called up to receive her award.

The annual Luella Logan Award for Outstanding Service by a Woman in Politics is presented to a female politician who has shown outstanding service in local politics with the County of Wellington, or one of the County’s member municipalities. 

The recipient receives a donation of $1,500 to allocate to the charity of her choice.

Tocher selected East Wellington Community Services as her charity of choice.

She served multiple terms on local and county council, including Reeve of Erin Township (1995–1997) and Mayor of Erin (1998–2003) following amalgamation. 

Tocher served as county warden in 1999 and continued to serve on Erin council until 2014. 

She highlights adopting the OPP as the county’s police service and establishing the Wellington County Police Service Board, as career milestones.
