Minto to re-enter winter maintenance agreement with IMOS

MINTO – Roads and drainage manager Mike McIsaac says the community here does not want to think about winter maintenance yet.

“But, it is an annual report,” he said at the Aug. 11 Minto council meeting.

He shared the winter maintenance agreement between the town and the Integrated Maintenance and Operations Services (IMOS), operating under the name of Owen Sound Highway Maintenance Limited, has a slight increase in cost for this year.

IMOS provides the yearly maintenance requirements for Highways 9, 23 and 89 in the Town of Minto, including winter operations, McIsaac said.

“The portions of these highways within the town limits of Harriston and Clifford (Connecting Links) fall outside of this contract and are the responsibility of the municipality,” he includes in his report.

The price for the 2026-27 season is based on the equipment and material data gathered last winter, and is adjusted for supplier increases, based on CPI. This year’s rates are:

– Connecting Link within Clifford, $11,319 plus HST (2025-26 was $11,054 plus HST); and

– Connecting Link within Harriston, $15,716 plus HST (2025-26 was priced at $15,348 plus HST).

McIsaac explained the agreements are reviewed and updated annually to authorize IMOS to continue its service for winter maintenance in these areas of Connecting Links.

“IMOS travels these areas to reach their destinations to complete the original contractual obligations for the province,” he states.

“The service period provided within the agreements covers the period from Oct. 15 to April 30, 2027.”  

With no questions from council members, the motion to approve two bylaws to enter into this agreement was carried.
