NEW TOWER ST BRIDGE

I was out for a walk on the last day of March and was crossing the new bridge to get a look at the water flow in the Grand River. Standing on the east side of the bridge and as I was looking down I noticed a crack in the new cement safety railing. I started to look around at the railing and to my amazement it has multiple cracks completely through the top and also follows through to the bottom in places. I walked across the bridge to the west side and it also has multiple cracks completely through on the top of the railing and with major spall also occurring to the top of the railing. I hope the engineers were doing a proper slump test on every load of cement that went into main structure of the bridge and was done with a higher standard of material then what was used on the railings. Does this bridge come with a warranty as it is only four months old? If there is no warranty, then I would make sure the insurance premiums are paid well in advance.
