Proposed bridge rehabilitations to cost $2.6 million

WELLINGTON COUNTY – The rehabilitation of the Flax and Simmons bridges, both located on Wellington Road 11 in Mapleton, may cause two- to three-month road closures.

During a county roads committee meeting on Sept. 9, staff presented a tender award with seven submissions received from pre-qualified bridge contractors.

Submissions were received on Aug. 28 and range from $2.6 to $3.4 million.

The work involves structural steel repairs, bearing replacements, steel coating and other concrete repairs.

“The timing of the work will be scheduled upon award, with a 65-calendar day road closure permitted for Flax Bridge and 90-day closure permitted for Simmons Bridge,” states the committee report.

It notes the bridge closures above will not occur at the same time.

Financial considerations

The original budget for the Flax Bridge, located at thew intersection of Wellington Roads 11 and 109, was $1.15 million.

About $650,000 was to be funded by the roads capital reserve and $500,000 from the Ontario Community Infrastructure Fund (OCIF).

The original budget for the Simmons Bridge, located on Wellington Street (Wellington Road 11) in Drayton, was $3 million, all funded by the roads capital reserve.

According to county treasurer Ken DeHart, the results came in favourably and the budgets have been amended as follows:

  • Flax Bridge, total revised budget of $975,000 with $475,000 funded from roads capital reserve and $500,000 from OCIF; and
  • Simmons Bridge, total revised budget of $2.3 million and still funded completed by capital reserve.

Staff recommended awarding the contract to the lowest bidder, KB Civil Constructors Inc., of North York, with the total amount of just under $2.6 million excluding tax.

The highest bid came in at $3.42 million by Mississauga-based Marbridge Construction Ltd.

The roads committee reviewed the tender amount and recommended approval at the county council meeting set for Sept. 25.
