GUELPH/ERAMOSA – In an effort to support the township’s restaurants and bars, council here has passed a bylaw to temporarily permit outdoor patios until Oct. 31.
The report, presented to council on June 25, states the bylaw will allow patios, with or without tents, regardless of zoning regulations (i.e. such as parking requirements).
However, patios will only be permitted on private property.
The previous bylaw required a special provision for a zone change to permit a patio within the township.
In response to the pandemic, the provincial government has provided municipalities with permission to speed up the planning process for temporary-use bylaws to allow outdoor patios for restaurants and bars.
“If we can find a way to give people safe patios, we should do it,” Mayor Chris White said.
County of Wellington planning manager Meagan Ferris said the new bylaw would act as a “pilot project” for the township to see how patios will function.
Prior to the establishment of any outdoor patios, businesses must receive approval from approval from the township’s chief building official and fire chief, the applicable road authority and, if applicable, the conservation authority.
In order to coordinate the necessary approvals and to assist restaurant/bar operators, township staff are exploring the creation of a short application which will outline certain requirements and the need for a concept plan. The plan will assist the various approval authorities in their review of the proposal.
It’s also expected that if a bar/restaurant intends to serve alcohol at a temporary outdoor patio, it will obtain the required approvals and licences.
