Bridge replacement to cost $1.4 million, cause four-week closure

GUELPH – A proposed four-week road closure due to a bridge replacement on Wellington Road 12 in Mapleton is slated to begin sometime in July. 

During a county roads committee meeting on June 10, staff presented a tender award with six submissions received from pre-qualified bridge contractors. 

Submissions were received on May 27 and range from $1.18 to $1.59 million. 

The work includes the complete removal of the existing concrete structure, the construction of a new poured-in-place concrete structure and roadway reconstruction and guiderails. 

Staff recommended awarding the contract to the lowest bidder, Beamsville-based Urbanlink Civil Ltd., for just over $1.18 million, excluding 13 per cent HST. 

The highest bid of $1.59 million was from Clearwater Structures Inc. in Bowmanville.

County roads manager Joe de Koning stated construction is likely to begin in mid- to late-July with completion dates in the fall. 

The project totals $1.45 million and will be funded by the roads capital reserve ($761,000) and a grant from the Ontario Community Infrastructure Fund ($690,000).

The project, approved in the 2023 and 2025 capital budgets, was originally estimated at $1.07 million, but since then costs have increased, requiring a budget funding adjustment of $380,000. Costs include the tender, professional fees and a contingency of $120,000. 

Currently the county has paid a total of $43,000 in professional fees and contracted construction. 

The roads committee reviewed the tender amount and recommended council approval.
