Rezoning, bridge rehabilitation and building permits were a few of the items discussed at the Aug. 10 council meeting at which all councillors but Louise Marshall were present.

Rockwood United Church

A zoning bylaw amendment application submitted by the Rockwood United Church has been deemed complete and a public meeting will be held at 7pm at the Sept. 21 council meeting.

The applicant requested that the house at 107 Harris St. be rezoned to institutional from village residential low density, with an added special provision to permit a social service establishment. 

East Wellington Community Services is the intended occupant of the space and is planning to use it for administration, counseling, children’s activities and clothing/food distribution activities.

Township planning associate Kelsey Lang said an accessibility ramp would be added and a few minor repairs completed on the structure.

New commercial complex

The intention to pass the bylaw to remove a holding provision on 167 Jolliffe Ave. was passed by council on Aug. 10. This would allow a seven-unit commercial complex to be developed on the site.

Lang said there would be two commercial buildings on the site, one with five units and the other with two. She also said the market impact study indicated this commercial complex would have no impact on the businesses in downtown Rockwood.  

A site plan was also submitted, Lang said, but it will be discussed after the holding provision has been removed.

Royal City Nursery

Royal City Nursery submitted an application for 6838 Wellington Road 124. The applicant asked to allow for the sale of non-agricultural related products such as ornamental landscape material and seasonal decorating merchandise on the property that’s zoned agricultural.

Councillor David Wolk said he’d like to get the business going sooner rather than later.

Council accepted the application as complete and the township planners will begin preparing the preliminary report.

Bridge Rehabilitation

Council approved the $127,285 tender from Xterra Construction Inc. for the rehabilitation of bridge 005 located on the Sixth Line. This construction was in the 2015 budget and was part of the long-term plan for bridges based on the 2014 municipal bridge report.

The total cost of the project, before HST will be $141,000 when design, tendering, contract administration and inspection are factored in. However, the project still comes in under budget as $165,000 was put aside in the 2015 budget for completion.

Two other businesses submitted tender bids. Clearwater Structures Inc. submitted a tender for $177,409 and Drexler Construction Limited submitted a tender for $253,544. Both of these tenders include HST.

Building department second quarter permits

From January to June the Guelph-Eramosa building department issued permist for $18,931,861 worth of construction activity compared to $25,388,500 last year. The total number of permits issued after the second quarter was 117 compared to 101 for the same period last year. Also, 30 new residential units have been created this year compared for 24 in 2014.  

Eden Mills Writers’ Festival

The 27th annual Writers’ Festival in Eden Mills will take place on Sept. 13 from noon to 6pm. As in the past, council offered to provide signage, a water tanker, picnic tables, garbage cans, garbage bags, parking vests, traffic control equipment and recycling bins for the festival. Council also passed a bylaw to temporarily close York and Barden Streets for the festival.
