Council awards contract to Dominion Voting Systems

WELLINGTON NORTH – Dominion Voting Systems, with headquarters in Canada and the United States, will provide two optical scanning tabulators to the township for municipal elections slated to take place on Oct. 24 across the province.

At staff’s recommendation, council here bypassed the township’s competitive process purchasing and procurement policy, awarding a contract for vote tabulators to Dominion at an estimated pre-tax cost of $24,400, including ballots (which have to be purchased from Dominion), secrecy envelopes and paper.

Dominion products and services were used in two previous municipal elections, in 2014 and 2018, without issue, stated township clerk and director of legislative services Karren Wallace, as rationale for waiving the competitive process.

A vote-by-mail system with the use of optical scanning vote tabulators was approved by council in February of last year.

The total fee, included in the 2022 operating budget, covers two tabulators, computers, training, on-site staff support and shipping of all the equipment planned for August arrival.

In 2014 the cost for renting tabulators was $17,908; in 2018
